Ethical behaviour policy would be maintaining data security and prevent any data sharing to other members of the organaisation or to outside. From technology perspective it would be good to have fosuc on data encryption and giving more security system which prevent data hacking , restricting access to data for limited members and protecting data from transfers or any further sharing . Proper compliance norms and regulations to be formed like not keeping data on computer desktop screens, preventing or putting restrictions taking printouts etc.
