The third team member doesn't seem to understand the project direction, his ideas don't really work, and only shows up to about half of the scheduled meetings. Your manager has requested that you present your team's work to her, and to three other members of management.

Would you address the third team member's behavior with your manager? Would you do it before or after the presentation? Would you present the third team member's ideas, or just the ideas that you and the the other team member think work?
I think you should talk with him internally to know the reason for not contributing in the project significantly, there might be two reasons : 1) He is not interested in the project 2) He is not able to understand the purpose / direction of the project.
If it is the case 1: Then you should reach out to your manager before the meeting, to pull some one in the team to complete the deliverable and meet the deadliness.
If is the the case 2: You should have one internal meeting for the clarifications he needed on the projects and understand his problem areas, this will improve his inputs on the project.
After discussion with him, he might have better insights which can be collaborated with existing once and can be presented to the manages,
