Despite the existence of the Individuals with Disabilities Education Act (IDEA), there are some problems in the special education system in NYC. What some of the problems currently found in NYC schools, and/or how can this policy be improved to help children better? write 5-6 sentences

Special education services focus on speech therapy, occupational therapy, counseling and tutoring etc. The disability Education Act is supposed to address this issue by providing the necessary help and there are two major problems with this act. Firstly, not all the schools have special education teachers. So parents find it hard to find a school for the kids. Secondly, parents are given disability vouchers to be used for getting help from the schools, but not all districts have special education schools, so parents are unable find one near their home town, especially poor parents with no financial support. So, most of the time these vouchers are unused and the department for the Disability Education never does a follow up.
