What do you think is more problematic? (1) Identifying a student as needing intervention when they do not? or (2) Not identifying a student who needs intervention until later? Why?
Statement (1) is more problematic. This is because a person might go through intervention which is not even required. This will make the person develop a false belief that he has some ailment, thus increases the prevalence rate. A person who knows that he is good, might get frustrated and irritated when interventions are forcefully applied.
Second is also problematic, but here there is a slight chance of improvement. The interventions might reach late but it will be applied to the right candidate. This might reduce the prevalence rate.
