I would give u the second part of the answer first. In 1910 George Claude first shown neon in modern form. Neon means some rare gas or nobel gas , was actually used to produce light. In mid 20 th century it was used in different shops but slowly after 1960 it's utilisation started falling.

It was used in tube also( neon gas)

A neon sign is actually a cold cathode florosence lamp. When current used to pass through the gas it used to glow. It was maily used to attract people for commercial purposes in mid 20 th century. People used to have crafted signature using the same.

Now a days it is no longer much in used and people are taking pain to save a old traditional thing.
