Long-wave (lower energy) UV light has enough energy to break O3 molecule to produce an O2 molecule and a O free radical....but, unable to break more stable dioxygen molecule.While, short-wave (higher energy) UV light breaks the dioxygen molecule (O2) into the two O free-radicals. Each oxygen free radical, further, combines with another O2 molecule to form an ozone molecule.
Hence, O2 molecules protect earth from higher energy UV-light (short-wave UV) by absorbing it.,while O3 molecules protect earth from lower energy UV-light (long-wave UV light) by absorbing it....Neither alone would protects earth from the UV-light effectively.........
