Once a person undergoes cold water bath , the body temperature of the person drops and goes below the room temperature through convection due to high thermal conductivity of body. Due to this drop down in temperature the internal energy of the body decreases. As soon as the body comes in contact with surroundings, temperature difference cause transfer of heat from environment to body ( as per zeroth law) . Hence the body's temperature rises via radiation and hence the internal energy of body increase and person starts feeling warm
