2 atm is the external pressure against which the gas has to expand and do the work whereas 15 atm is the pressure of the gas within the container. The extra effort or work which has will have to do will have to against the external pressure and not its own pressure since it is the external pressure of 2 atm which is acting as the resistance for the expansion of gas. For gas to expand, it has to overcome this resistance of the external pressure which is 2 atm. Hence,we consider 2 atm while finding work instead of 15 atm.
