August "Gus" Vollmer was the first police chief of Berkeley, California in the early 1900s. In the early 20th century in the United States he was highly progressive and a leading name in the development of the field of criminal justice. He established a criminal justice program; and applied the new advanced policy of training, technology, and, most importantly, education. He made the city of Berkeley the center of his innovations; and was given the reputation title as the "father of modern law enforcement". Vollmer was elected president of the International Association of Chiefs of Police. In the year 1932 he retired from the Berkeley Police.
