Yes, this statement is very much true and prevelant. Culture definately defines the rules of the games. There are many examples of merger and acquisitions in which two different cultures had trouble in getting acquainted with new work culture immediately. The famous example is of Diamler and Chrysler.
Diamler was a German company and had german culture. In Germany work is considered as very serious, they are very punctual about maintaing the deadlines. Hierarchy also plays an important role in all of this. Whereas American culture - Chrysler was very free, then even cracked jokes on their bosses and seniors. Americans are more free, even with their seniors, they express their ideas freely. They found german manners to be very rigid.
Then a commitee was established to address the issues such as culture, communication, position of women in the industry, manners and taboos, general behaviour at meetings, negotiating characterstics. the training was successful
