Is it ethical for politicians and advertisers to use classical conditioning to influence our thoughts and behavior? Why or why not?

Politicians and advertisers used the strategies which can control the mind of consumers or voter. Persuasion through controlling mind can not be considered as an ethical behavior. Politicians and advertisers work on their persuasion techniques which involve the major role of classical conditioning, which can turn into involuntary behavior. They should work differently which doesn't trigger consumers involuntary behavior, consumers should have full awareness of their decision to buy a product or to vote someone.
