Here, the rat slowly gets conditioned, or in other words, associates the Tone to the Shock. As the shock follows the tone in both the stages, the rat establishes a connection between them both. When the Light is shown, there is no shock and the rat slowly associates both of them as well.
   The response of the rat when the tone is played would probably be the rat displaying fear, rise in its bp and heart beat, and the rat might be running searching for an escape. The response of the rat when the light is displayed would be a feeling of relief, a sense of calm, and the rats heart rate or blood pressure would return to normal.
