In a DC Circuit the voltage across battery is constant, but the voltage across Capacitor keeps increasing or decreasing (depending upon whether it is charging or discharging respectively).

Hence the voltage drop across the resistor also changes

Which effectively changes the currect in the circuit, which effectively changes the rate of charging/discharging of the capacitor, and it becomes and endless cycle.

Hence, we can say that factors influencing change are capacitor & resistance. And moreover current in circuit and charge on capacitor depends on time as well, as for every instance the values are different.
