What merits do you see to breaking down the planning process by buisness units through multiple layers of leader? Do you see any drawbacks from doing so?

There are many merits associated with this process when the firms break down the planning process through different layers of leaders. Every units has its own responsibilities and goals, some of these goals may be very important than others. Breaking down gives the concentration on their attached particular goals.
The demerit of this process is that if some leader is not able to complete the goals sufficiently then it will affect the whole company as no other leader will come to help. Failure of a leader will affect organization as a whole.
