The major challenge for the raters and raters would be the yardstick on which rating needs to be done. Different industries would be having different criteria, cultural and business requirements. Authenticity of rating is another concern and chances of bias, getting emotionally connected , favouritism and lobbying .The differential rating systems, bell curve etc has lot of ambiguity among g classification or cluster formation of employees working in different function.For eg employees working in financial department as an Asst.Manager will rate along with employees under same band in marketing department.Thjs their functionalities and nature of job is different but they will rate on the same level. Many countries where cultural and nationality preference is given such as Middle east irrespective of the performance they will give priority for their citizens which is again a biases biases rating system.
