answer: In this case when rent is controlled apartments building tend poorly maintained where as those where rent is determined by the free forces of supply and demand are better. yes it is true that because here the concept of demand and supply is effective applied.when demand of a particular thing is high then in near future its price will go up and if the supply is available is large quantity of a particular commudity then its price will down.when there is no rent policy then it is very difficult for or a service provider to maintain anything with there own money when nithing is returned in the form of any revenue .

when sufficient rent is available then it is very easy to main tain the buildings because here their is no issue of maintainance cost.
