If the procurement process is ineffective then the following are likely to happen:

If the palnning for the cost, vendor selection, vendor base and the need / demand is not done effectively, then there are very high chances that the final negotiation may not meet or even come close to the desired targets.

The planning needs to be effective to be able to give the right quantum of business to the vendors, so that the relationship continues and there are no major impact of the changes in the vendors market.
