In this case, we can say that risk management will be as important as auwlity management. This is due to the fact that both prove different point of views with regards to the way they are operated and therefore, both have a place in the structure of any business.
No, the department should be separate as there is a need to be able to differentiate between risks and the quality of work a company undertakes or produces. This is also the reason why we would require different managers in both the departments even if they report to the same director for the fact that the data collected from department is necessarily different. The better alternative to this situation would be to have separate department with separate processes and separate model of interaction in order to not influence the decisions of the other department.
