- President did announced proclamation about freedom of all the slave residing in U.S. states and who are in armed rebel with authorities and government. It did not freed all the slave but was limited to freedom of few, but it was issued to end the rebel in US done bye slaves. The pressure was mounting on President Lincoln from Congress. It was applied to states in which there was rebellion.

- The proclamation helped in restricting involvement of foreign countries in Civil War as France and UK was ready to support the Confederates, with Proclamation President Lincoln now able to target slave as legitimate was objective as Proclamation did officially freed every slave and if after that any slave was in armed rebellion he could be targeted as war aim. It also helped in achieving the Union victory also.
