Solution 1: The two reasons why the organization must develop the software system on its own:

  1. The organization has the total control over the time as well as the monetary resources.
  2. The ownership of the code is completely associated with the parent organization and hence the application would be safe and secured.

Two reasons the organization must hire some vendor organization to develop the software are:

  1. The software application has to be developed by the vendor organization and hence the parent organization does not have to worry about the processes, scheduling as well as the other issues as they just have to pay the vendor organization once and the rest has to be taken care about them.
  2. The organization saves a lot of time for themselves that can be utilized in developing and operating other business processes by giving the contract for software development to some vendor organization.
