The poly A tail is added to the 3’ end on he pre mRNA after elongation has been complete.

B.) where in the cell is it added?

This process takes place in the nucleus and is referred to as the cellular compartment.

C.) Is there more proteins to be translated from mRNA with a long or short poly A tail and why?

When the poly A tail is short, there is an increased affinity to degradation. If the poly a tails are shorter, they are subject to be degraded sooner and there occurs accelerated degradation of the mRNA. Hence, poly A tails which are longer would be favourable.
