We clearly know here that
upper > middle > lower level

Therefore this cannot be a nominal variable as there is an order in the values of the variable. On the other hand for interval variable, the gap between the variable is meaningful that is the difference between 10 and 20 has same meaning as that between 20 and 30 and so it has to be a consinuous variable for a variable to be interval / ratio.

As there is an order in values, this is an ordinal variable.
