The Federal government is considering a controversial plan to monitor the mentally ill as a way to stop mass shootings in the U.S. The program would by run by a third-party foundation with no governmental ties, that would leverage and search data available on phones and smartwatches to detect when mentally ill people are about to turn violent without consent from users. Beyond the infringement of civil liberties, research has not found reliable benchmarks to predict violent behavior, or even classify the mentally ill versus non-mentally ill. Is such a program ethical? Why or Why not.
No ,such programs are not ethical. It's called data theft. The program would be run by third party and no -one knows when their employee will turn against the ethics and sell this data to hackers or other organizations for the sake of money. Data is the main weapon in this 21st century and the program will take all the personal data of people as they have to track the behaviour of people.
No one wants to share their personal data with others and the government is planning to put a surveillence on millions of people for the reason that someone will start mass shootings,that would make 0.00001% of the population. And with these data , the attacks of another type like hacking will increase thousands of times. Personal data includes personal photos, videos etc and what if they land into wrong hands. Blackmailing, money extortion etc many crimes can increase with this. So its really unethical to collect these data without the permission of people.
