This can be explained using Newton's law of cooling.

Newton's law of cooling states that the rate at which an object cools is proportional to the difference in temperature between the object and the object’s surroundings.

Mathematically,

So as the temperature difference is increased, the rate of cooling also will increase. When we have hot shower, there is a much larger temperature difference between the surrounding and body , than a cold shower. So there will be a greater sensation of cooling.
