FDA do have certain regulations on the content of headache drugs.Drug manufacturers generally spend around $1 billion and up to 12 years to gain permission from FDA to sell a new prescription product.

There is also certain restrictions on promotional materials and on necessity to label specific warnings on product.

The ingredients of a typical headache drugs (Strong dose) can be

acetaminophen 250 mg

Aspirin 250 mg

Caffeine 65 mg
