Answer: No, I do not feel that administrator from one racial demographic can effectively represent the interests of another racial demographic and make note of their challenges. This is primarily because of the interests and challenges of every racial demographic group are different from the other and can be best understood by experiencing. Therefore it is not easy for an administrator from another racial background to understand them as they have not experienced such challenges and faced the situations that the people from the other race face. Without the understanding of the issues faced by a race, an administrator cannot represent the interests of that race. Yes, I feel that passive representations may lead to the active ones. The passive representation happens when the demographic characteristics of the administrators reflect the demographic characteristics of the people. In such cases as there is a connection between the administrator and the population hence there are high chances that such administrators may at some point of time actively promote the interests of the population. As there is a relationship and connection between the administrator and the population hence the passive representation at some stage may lead to active representation.
