The Law of conservation of Energy is basically that the total energy of a closed (local) system is a constant of the system.
This means that if you set up a closed system, then you open it up to draw energy off (ie in power generation) then you cannot get out more energy than went into making it. This is the rule that excludes perpetual motion machines.
If that were not the case then the total energy is not a constant… that could mean that the total energy varies in some way.
The exact consequences depends on the exact way that it varies, so there is not enough information in the question to answer exactly.
For instance, if the total energy diminished over time, then everything in the system would eventually grind to a halt as the total energy reaches a minimum (ie zero). This is somewhat of the case in cosmology (no general conservation of energy in GR) treating the Universe as the “system”.
It could be the total energy increases over time, making more energy available to do work as time goes by. This kinda happens in (but not restricted to) magic universes where the mage runs out of mystic energy but all he has to do is wait for a bit and the energy replenishes itself.
It could be that the total energy is constant normally, but may be changed (increased or decreased) by some actions taken on the system.
This is the hope of “overunity” proponents… though it may just be that the only non-conserving processes are lossy ones: reducing the total energy. After all, this is the case in all other energy manipulations.
If it could be done, however, then some of the output that is drawn off the system (once opened) could be used to run manipulations on the system making a feedback loop.
If it is a positive feedback, then you have a perpetual motion machine. device that can do useful work in perpetuity, with no input energy.
If it is negative, then you have a energy draining device like a Warlock’s Wheel (Larry Niven: The magic Goes Away).
There are lots of other ways but they can usually be shown to be equivalent to one of the cases above

as including human beings and reptiles move and stop on earth’s crust only due to frictional forces. Frictional forces are much needed to start wheels to roll on and continue to roll on earth’s surface. Likewise, break is applied on rolling wheels to create frictional forces to stop rolling. Subsequently, wheel comes to rest because of frictional forces present between surfaces of wheel and earth. There are much more necessities requiring frictional forces to say; but at times, frictional loss is unwillingly felt.
Because of all these implications it would have considered negative.
