Why is it important for you to explain/discuss any gaps in your work history during an interview or in a cover letter? What can you do, while not working, to help fill in those gaps?

It is very important for anybody to explain any gap in the work history because nobody sits idle and he or she must be doing something which can be related to their career or if there has been some misfortune happened with the candidate then also he or she needs to explain it during the interview. The employer would like to listen to the explanation because it is also possible that the candidate would have been sitting for any competitive exam and failed. Also, the employer would like to know if the candidate would have been learning some new skills or language in the gap so as to accomplish better in his/her career. Because if that is relevant to the company then the chances of selection after the interview will be more.
