It's not very clear in the question that which country s health system

There were several flaws in the system for managing this pandemic.we underestimated the impact and gravity of this epidemic. The precautions were either not taken or simply wasn't enough.

Lockdown was not implemented on time. We gave emphasis to economic priorities than our health concerns. No stringent measures were taken against the lock down restriction violators.

Health care system danced as a puppet for political parties instead of summoning all representatives and forming laws and health policies. Even the political figures have had examples to the public by not wearing the masks, not following social distancing etc.

Enough health care staffs, equipment s like Ventilator s were not set up on time. If that was some as a precaution we do could havehave brought down the mortality to great extend.

There was gross negligence in formulating health care policies. There was confusion everywhere whether to do aggressive testing or isolation of the patient and contact or lockdown the entire country till recently.

There was lot of confusion regarding diagnostics modalities, their availability, pricing and reliability. There was delay in establishing the consensus for testing and treatment.

We didn't follow those countries which had a successful regimen for reducing the disease spread like newzealand, South Korea and Singapore. Where they stressed on lockdown testing treating and staffing strategy.

There was a huge gap between the health care personals and common man. The need for social distancing , mask and sanitisers were not adequately conveyed to the public.
