Public Administration- the insurance must be run by public organization on non profit basis.the public organization must be accountable to the citizens and government province or territory.

comprehensiveness- The plan must play for all medically necessary service. in hospital, all drugs,supplies, and diagnostic tests are covered.

universality- Every permanant and territory is entitled to receive the insured health care service .

Portability- People can keep their health care coverage even if the unemployed, change job etc.

Accessibility- People can recieve medically necessary services regardless of their income,age ,health status,gender, location etc.additional charge for insured service not permitted.
