On the Basys 3 board there are 5 buttons. Is it considered high if i press the button or is it high if it hold it down? Does releasing the button make it low value of 0?

The 5 user push buttons are connected to the FPGA via series resistors to prevent damage from inadvertent short circuits.

The five user push buttons are arranged in a plus-sign configuration, are "momentary" switches that normally generate a low output when they are at rest, and a high output only when they are pressed.

Hence if you press the button they will be considered "High", otherwise at rest that is "zero".
