The governance of WHO globally is most important in times of disease transmission in more than one country or worldwide. The measures to be taken and the standards to be followed would be taken on a global stage.
The mistakes made by WHO at the time of Ebola virus was that the realization of the epidemic seriousness was too late that the virus could easily spread around the world and affected most of the developing and under developed countries badly. The emergency stage of the epidemic was at the level when the citizens of many countries were badly affected by it.
