Answer - The above given problem can be attributed to the public good or the common resources where the problem of the free rider can be seen. When it is a private good , the owner tends to take care of the good and excludes it from the use by any other person.

But in case of common good , it does not belong to any one person , hence people dont take the responsibilty to take care of that resource.

This can be explained like when people do fishing , they dont think they are not leaving the fishes for the others in the common pond. This leads to the overuse of the resource by one person and no one takes it responsibilty.
