A theory remains always a theory because it is a hypothesis that yet is proven as a fact. It means the theory is the state of knowledge before been tested and confirmed as a fact. That's why a theory always remains a theory failed to be qualified as a fact. Actyally theory provides an explanation of the observed facts. It explains how nature of something works and then predicts future occurrences. Other hand, fact is a proven hypothesis. Facts are backed by the evidences of being true.
