all the atoms try to attain a noble gas configurations
in noble gas electronic configuration all the orbitals are fully filled
let me explain with examples
take the Na
atomic number is 11
when it looses one electron it will reach to Ne atomic number which is 10
so Na will always try to loose 1 electron and form the Na+
take the Cl
its atomic number is 17
when it gain one electron at will attain a morestable Ar electronic configuration with atomic number 18
Cl alys try to take electron form the anion which is Cl-
