Borneol or isoborneol has alcoholic hydroxyl group. Hydroxyl group shows affinity in protic solvent such as water hence it is atleast slightly solube in water. The less solubility in protic solvent is due to the alkyl fused ring present in the structure.

While we carryout the oxidation of Borneol or isoborneol using hypochlorite, we use its 6% solution of Sodium hyochlorite. And along with we add acetone to make Borneol or isoborneol soluble in reaction mixture along with acetic acid.
