Ofcourse yes, the unemployment rate refers to percentage of workers who are jobless and yet eligibile to work.
As they don't have jobs, they are unable to make their livelihoods,don't get better standards of living as lack of money exists. Moreover unemployment often leads to depression and other health related issues.
Unemployment Also leads to poor health conditions of workers. In short the more the unemployment rate the more bad conditions of workers.
