This type of chromatography makes use of the surfactant , due to which micelles are formed in the solution and help in the seperation of neutral molecules in presence of the applied electric field.

The stationary phase is chosen on the basis of polarity of the analyte to be eluted. Basically their polarities must be opposite. So if the analyte is polar , then the stationary phase must be non polar hydrophobic.
