The polarity of the solvent should be maintained so that the separation of the mixture component is done well.

Polar components of the mixture eluates firstly and then non polar components.

Q2)

In the dehydration of the methylcyclohexanol the product of the dehydration reaction is the alkene and water is given off.

Therefore is the water is remain in the product then it can again converts the alkene into the alcohol reactant. Therefore to avoid the backward reaction it is necessary to remove all the water by drying the product.
