In a covalent compound if one is more electronegative than the other atom then shared pair of electrons is attracted towards more electro-ve atom so it acquire some partial -ve charge which is represented by delta -ve & other atom acquire some partial +ve charge which is represented by delta +ve therefore polar bond is form & is called polar covalent bond.

According to Pauling electro-vty scale

C- 2.5 , N- 3 O- 3.5 , F- 4

The difference between the electro-vty values of F & C is greater than the rest of the molecules. So C- F bond is most polar.
