Amide is more polar than oxime due to conjugation present in the amide the nitrogen atom acquire positive charge and oxygen atom acquire negative charge. This intermediate has tendency to sustain as negative charge is on more electronegative atom hence is stable and have high dipole movement.

But the conjugation present in the oxime renders positive charge on the oxygen atom which is unstable hence don't show conjugation hence the dipole movement is less as compared to amide.
