According to Kingdon’s Theory, the timely confluence of “three streams” such as the problem stream, the policy stream, and the political stream is what creates the momentum necessary to place an issue on the public policy agenda, to move it from the “government agenda” to the “decision agenda” and to lead government finally to change public policy.
