Plato calls a philosopher as wisdom lover and one who has ideas. His famous ship example he says that in order to become the captain of the sip one needs to know almost everything such as wind, sea, stars etc. Thus a king needs to have enough knowledge to lead his people. Philosophers, according to Plato are people who are morally and intellectually fit to rule as kings.
When one is morally good, they will be selfless, self disciplined, just and kind and when one is intellectually strong, they will work towards bringing lots of good things for their citizens. According to Plato physical strength alone is not enough for someone to become a ruler, instead a ruler should be wise and good hearted.
