Extra Territorial Legislation is also known as ETJ i.e. Extra Territorial Jurisdiction. It is basically a legal ability of the government. Through these facilities; the government official exercise their authority beyond their normal boundaries. Sometimes these laws apply to citizens of same country and sometimes these may apply to citizens of any country.

I think these laws are still in their ineffective stages in reference to cases mentioned in question. Reason being, it requires extreme network of people for providing secret information. Some countries have provisions of legalising such tourist activities. They took it as a main source of their income. This is also a big problem.

Sometimes misinformation can cause problems to normal tourists which may also cause hindrances. Main country defends those tourists and start taking the investigating agencies as their rivals. These also cause problems. Popularity of such types of activities increases the tedious task of agencies. It becomes like finding a needle in a big heap of husk.

These ETJ can effectively be implemented through building strong network of local people. Secrecy should be ensured at each level. There should be a mechanism in which the provided information can be filtered out at various levels. There should also be a mechanism of filtering out unnecessary information. Correctness of information should also be checked before executing an operation.
