Answer #1

Active military are those personnel who are deployed on base or on the border and lthey live there. They are permanent member and active full time . While National Guard in home land security are those personnel's who help in peacemaking in major wars, help active forces , to tackle emergencies within the country like terrorism and outside also .

The role of both the agencies are different ,military is lead by president of USA he is called commander in chief .The role of military is to defend the nation from alien countries ,while the role of home guard is to counter the situation within and outside the country and home land security was established in the year 2002 to counter situations like terrorism .So in this case both of the agencies are kept separate to perform their role in a perfect manner for the citizen of the country .This why military does not handle home guard .
