The first Juvenile Court in U.S was set up in 1899 in Chicago under the Act of Illinois Juvenile Court Act 1899.By 1925 every state of U.S except Maine and Wyoming had Juvenile Court based on the similar act.The focus of these courts were rehabilitation rather than being punitive, stressed on maintaining confidentiality to minimize stigma of the juveniles.Required separation of juveniles from adults when confined and barred the detention of children under the age of 12.The court considered for the childhood of children under 12 by being more informal in the procedures.Thus,was the Juvenile Court system prior to the Supreme Court cases presented"the worst of both worlds".
