1.Yes according to Searle a machine can think. This answer is based on his original presentation where he says brains cause minds and syntax doesn't suffice for semantics. Axcording to Searle its target is "strong AI." According to strong AI the machine is not just a tool in the study of the mind, rather the appropriately programmed computer really is a mind that is can understand and have other cognitive states.

2. No, I do not think a machine can think.This is so because consciousness or awareness isn't a state of the mind that you can create but something that is inbuilt in humans.So even if we design a machine with a strong AI, we won't be able to make them aware or conscious.
