No, a transformer works on the principle of electromagnetic induction which states that if magnetic flux linking a coil changes, EMF will be induced. as the current flowing in the primary coil changes, it produces varying magnetic field which links with the secondary coil. This wearing magnetic field induces EMF in the secondary coil. if DC flows through the primary coil former the current will be constant and hence the magnetic field will be constant. This will not induce any current in the secondary coil.
