If we consider electrical circuit as the flow of water, then the voltage is the height from which the water flows down, and current is the amount of water that flows down. A system with a large current is flowing, and very low voltage means a lot of water is flowing but from very less height so with very low speed. It is not that much dangerous. If Voltage is high, then the even small amount of water flows from large heights and have a high velocity which is potentially more dangerous.
