Why does subcontracting remain an area of large controversy in collective bargaining and what exactly have unions tried to do regarding it?
Subcontracting means hiringa person from outside the firm to do a task which is a part of a large project. This is contravertial because unions are against hiring outsiders when there are many employees who can do that task if they are given the chance. They are trying to protest and bring a new law which prohibits this sub contracting . Managements are trying their best to come to an agreement with the unions as some jobs are best done by professionals who are third parties generally. But still this is a large contraversy and the unions are still not ready to accept subcontracting.
